The California Business Investment Services (CalBIS) team provides business development services and programs. CalBIS provides assistance directly to businesses of any size and industry, connecting private sector needs to public sector resources from initial site identification and permitting to grand opening.

The Governor’s Office of Business and Economic Development (GO-Biz) administers the Cannabis Equity Grants Program for Local Jurisdictions to aid local equity program efforts to support equity applicants and equity licensees. Offering technical support, regulatory compliance assistance, and assistance with securing the capital necessary to begin a business will further the stated intent of the AUMA by reducing barriers to entry into the regulated cannabis industry.

The California Civic Media Program is a $20 million public-private partnership with equal initial funding from the State of California and Google to support the work of California’s journalists and strengthen community engagement statewide. All funding will be allocated at the direction of GO-Biz per Government Code § 12100.160 – 12100.162 (effective October 2025) and disbursed through a third-party administrator in the fall of 2026.

The California Community Reinvestment Grants (CalCRG) program, administered by the Governor’s Office of Business and Economic Development (GO-Biz), aims to advance health, wellness, and economic justice for populations and communities harmed by the War on Drugs. GO-Biz will award grants to local health departments and qualified community-based nonprofit organizations to support activities for communities disproportionately affected by past federal and state drug policies.
